    Whenever I find discrepancies in birth dates, I have noticed a consistent trend similar to the example shown here: the more recent the document, the greater the error in age becomes. In other words, earlier documents obviously tend to have a much more accurate birth date because the birth date is recorded much closer in time to the actual event. As documents are recorded further in time from the actual event, the errors in birth date almost always show the person as younger than he actually is. This is especially true on death certificates, where a surviving relative is usually providing this information from memory.
